My hardest wall to overcome is the chicken scratch. If I don't scratch, the lines are wobbly, shaky, and inaccurate. Especially the mechanical part of it, it is frustrating and difficult to improve.I have put myself into pen and ink only duty, which is more punishing in this regard, to see if I can improve. I still keep falling into the old habit of chicken scratch as an involuntary action.Does it get better? I don't want to give up and just swallow the digital Ctrl-Z pill. I want to improve a little.

What do you even mean by "chicken scratch"? You mean only making small lines and connecting them? There is nothing wrong with this. Many artists draw this way and still produce nice lines.

The line accuracy exercises in DAB and Dynamic Sketching are good to practice too, but a lot of it is really just learning how to loosen up learning how to work with your body, and over time your accuracy will sort itself out. Chicken scratch is a very distinct phenomenon wherein you henpeck the line in very tiny tiny strokes, or make a line by scribbling in tiny back and forth motions. I should know, because I used to do that exact thing, the second one to be precise. It's a horrible habit borne from an indecisive, untrained, stiff, awkward, and slow arm, and not only is that bad for drawing it's more prone to injury as well.
