Not entirely sure what you’re asking but the first requirement for being able to create good art is having good taste yourself, yeah. Some people are ensouled and some people are simply born soulless, and those who are soulless will never really be able to create anything of their own. This is a far more insurmountable and severe barrier than any deficiency in technical skill
