it’s literally worth whatever he paid for it. the complex situation that results in an artist pricing their work in a certain way might be shaped by a million factors, and could easily seem strangely high or low to a casual passerby, while actually making perfect sense, based off of the said artist’s background and reason for offering this specific set of commission slots. the only really concrete rule of thumb there is for pricing art, is testing out your prices by if you get too many requests, you raise it, and if you get too few, you lower it. so, in this situation, if your friend wanted that commission slot badly enough to pay the stated price, that stated price is exactly right. if the results they could expect in advance were pretty close-ish to as advertised, and they didn’t feel so uncomfortable with the price that they gave it a pass, it was worth it to them, and a mutually acceptable transaction, making that just the right price.the shit thing about art is that pretty much nothing, including pricing, is as clean and clear as everyone might find relieving, not excluding the artists who are trying to fish in the nebulous dark to concretely work out how to efficiently improve on their skill, somehow, if that’s even quantifiable. tldr’ing to the max
The anatomy is a bit fucked up and the perspective dogshit, that guy is standing in a different time zone, but I could see it go for about 40$

An intermediate would at least get proportions right, have general fundamental knowledge of perspective and anatomy to the point that they can at least block in bigger muscle shapes and be aware of underlying skeletal construction to some degree . This is more like an illustration of melting gelatinous humanoids in stiff unnatural poses with some simple colors slapped on top. No bounce lighting or deeper understanding of color, tones subsurface scattering. Values are off. On and on and on and on. This is classic dunning krueger effect where you feel vindicated by lashing out because you think you're competent enough to evaluate this painting meanwhile you're more akin to someone who maybe has a couple of hiking trips under his belt, or some dude who's worked out for 8 months lecturing people on proper form. And it's ofc painfully obvious for those who are more advanced and experienced that you're speaking from a point of ignorance.Not saying this to be rude; it's simply the truth. Her arms are bad, but the lower torso is decent.The strongest part of this piece is the rendering. Like many have already said, the artist has varying degrees of mastery of fundamentals, but he covers it with rendering (i.e. a "turd polisher"). Hair and tail rendering in particular are the strongest parts of this drawing.So even though I'd put this piece as a low int at most (and somewhere near beg if it was just line art), that doesn't mean the artist himself is at that skill level. I'd wager his artworks vary between each other from mid beg to mid int. This sort of large variation is usually a trait of beginners, so my final answer is "beginner".
