What might have happened is the artist didn't actually study or work towards improving that much over those three years, but wanted to show improvement in the redraw, so they attempted a more challenging piece that was still out of their comfort zone which led to it looking less polished.

An artist while they are making improvements also may have a change of tastes along the way and when they "remake" old art they put so much of their new influences/likes into it that characters end up looking different. Theres a reason why the whole "master study" exercise exists btw cause if I were tasked to do a Master Study of something like pic related the goal isnt "Draw this in your style" the goal is to reverse-engineer a piece to see how the artist was able to create the original in the first place. In OP's pic its clear that the artist has improvements in technique but they cast aside deliberate design choices they made during that time to the point that they could read as two different characters cause there are so many small changes to the design and color choice etc etc.As someone who constantly looks back on their OC's its something that I always keep in mind. Even my more cringey high school ideas I still try to deeply analyze cause young me liked them so I try to preserve as much as I can about what were the elements that had appeal. Its something that requires an introspective analysis though and for most of these artists on social media they just shit out something quick more for engagement and instant gratification
