Pick a public domain story and illustrate it.Even if you don't sell it, doing it will be worthwhile just for the education.

What happened to the hundreds, if not thousands, of finished pieces you drew to get good? Why didn’t you post them online to build a following? Are all those drawings just rotting away somewhere?

I know the GMT Game Jam has a website just for setting up teams during their Jam, and it works like a classified section, where someone will right something like "Programmer looking for Artist", and so forth.
