It feels like I'm committing a cardinal sin. If I don't partially trace or overlay my drawing over the reference and then adjust based on that, then my proportions end up COMPLETELY off from what the reference image has. Is this normal, or am I fucked? I've been drawing for 7 years digitally but very sparsely so, maybe one drawing every few months.

"One drawing every few months" is basically the same as never drawing at all, you'll never improve at that rate.
You can get to the point where you can copy references accurately without overlaying, and even draw from imagination accurately, but it takes a shitload of time and practice.

I think you should be able to just make shit up when it's a simple pose and angle but not only am I too /beg/ to have opinions everyone traces these days.

Before 3D models became convenient capeshit was carried by some dudes filming themselves jumping on trampolines all day, things like buildings and cars are systematically traced from photos and these days some dudes just leave the 3D models in.
