He had over 100 models in his address book, and many people assumed his personal life was scandalous because his art was very controversial (even just the fact that he painted pubic hair on women was considered shocking). The quote is him essentially refuting that gossip in a letter to his sister. But it's an interesting point about the painting itself being an expression of desire, and how the work benefits from that desire not having been acted upon/satisfied (and also basic professional ethics, I guess).
