I've seen people go from zero to this back in my game dev days and blender has only become more and more accessible
I bet there is 100s of low poly pixel textured model tutorials on YouTube right now from beginning to end
Obviously your mileage will vary depending on your understanding of basic style and anatomy

If you're not /beg/ it will take you as long as it takes to learn the program. 3d is trivially easy for 2d artists, but the other way around is much harder.

making a model like this would take me a week at best to do. there's barely anything to this because it's using two shades for each color in the texture. most of it is flat color space so it would be easy to build the UVmap and draw shitty aliased lines across it. the hardest part of the whole thing is probably getting the hair right because that has to be specifically laid out as cards to look good.

You have to realise that
A - the process is a lot more methodical
B - you will use base models and iterate on them
C - a month of 8 hour work days is a genuine lot of time
D - you can get a lot of references from the modlers resource and simply modify existing models
E - low poly is the idea here, so heavy details aren't required, a flat cube with a thumb extruded for a hand, is fine, an extruded cone for a dress is fine
Honestly the hardest part will be texture mapping they aren't asking for a fully animated, rigged animation with facial expressions. Its a static stylised low poly girl model

For simpler low poly models, it might be worth trying out blockbench, rather than diving into blender -- which is far more complex.
It's probably also a good jumping-on-point for learning 3D.

I could make something like in just about a day. Most of it would probably be spent getting the texel density right
