If you are not part of the culture, then you are a foreigner. HOWEVER, just becuase you have lived in a country for a long time (and were maybe even born there) that doesn't neccesarily mean you are part of that ethnic group of that nation. Most second generation immigrants grow up in a culture distinct from their birthcountry' culture anyway.

Ethnicity and citizenship are completely separate things, but most Europeans don’t appreciate the distinction because they’ve live in nation states for 100 years now. “American” in particular doesn’t mean anything. It’s kinda like someone in 1900 saying they’re “Austro-Hungarian,” but even worse because there are way more ethnic groups living in the US. Also, Europeans don’t understand that when someone says “I’m Scottish” or something, they’re referring to their ancestry. It’s a shorthand for “I’m predominantly of Scottish descent.” They’re not literally saying they’re Scottish or the exact same as a Scottish person living in Scotland. We obviously know this but the European again can’t appreciate the distinction between heritage and citizenship. Heritage and citizenship are different things but there’s no need to think about the distinction in their context.
