I think the reason why this happened is because in China you had these massive agrarian societies with highly-coordinated irrigation systems. When social harmony would breakdown it would risk famine. In India the food production didn't need to be coordinated the same way. Social harmony would constantly get broken with different ideas that would either get subsumed into the culture (atheistic and materialist schools of thought simply became fringe branches of Hinduism) or break off into relatively peaceful new religious movements like Buddhism did. No one cared about disrupting social harmony by pushing new ideas because food production wasn't put at risk the same way
