Honestly I'm not an expert because I only grew up in an apartment and wasn't the one who signed the lease or paid the bills, but I would think that if the plumbing is all interconnected it would be really difficult to tell who is actually using all the water so it makes sense that everyone all pays an equal amount for baseline use and then and extra, which can't be determined who is using it in normal circumstances, is attributed to everybody, therefor split amongst everyone.
