I keep my AC at 24 inside. But when it's 25 outside it's already too hot because of the sun and buildings, roads etc heated by the sun.

I'm not him but usually I start wearing a jacket over my t-shirt when the temperature drops below zero and put on a second shirt when it drops under -20 or so.

transformers heat up a lot with use, being on the sun doesn't really add that much more heat, being out in the open at least means they get some air circulation
also very high voltages, building shit around them is asking for a short circuit

the ideal solution is to just have a lot more transformers and substations so that the load gets better distributed

I set my AC to 20c. "Cold" varies based on the weather, but usually above 15c is t-shirt weather, and below 5c is coat weather. Below -20c is when you wear layers. All of this depends on a lot of things (is it sunny, is it windy, how humid is it, how long do I think I'll be exposed to these conditions, and what will I be doing when outside)
