Finland is part Russian, which is roughly akin to being part Chinese or part Mexican in that people probably don't want you because you're part plague and also a danger to your fellow human beings just by existing. Sweden and Norway both have beefs with Denmark, who used to rule over Norway and fight territory wars with Sweden over their southernmost lands. Norway hates Denmark for conquering them and Sweden for long-running historical precedents of wars and war crimes going back a solid thousand years or more. Plus the only reason any of the other countries want Norway is so that they can steal their oil and natgas deposits and leave them destitute, which makes Norway disinclined to agree to any sort of unilateral treaty.
