The EU only "works" because of German funding and coordination. There is no one willing to take that position out of those countries you've highlighted, except maybe China, but they'd rather just plainly trade without the whole political framework around it. Belt and Road style trade is more so what they're after. Japan also tried during WWII but they just wanted puppet states for the empire, now it's too late.And I think the Central Asian countries would join before places like Korea even think about joining the SEA people.
