It was in the 80s and early 90s. It was already over by about '96 and 9/11 permanently ended it. After 9/11 NYC got unlimited police money from the federal government, so no more open sex ads or prostitution. The subway is completely locked down now, totally safe. It is still full of rats, but not cockroaches or anything gross.
