The Indians that Japan lets into their country can speak at least a little bit of Japanese because that's how they vet their visas. Which means only people beyond a certain IQ get inside the country. This is not counting tourists but there are hardly any Indian tourists in Japan. As the Indian middle class grows, the Indian tourism is increasing ever year. The Chinese are culturally closer to the Japanese than the Indians but they primarily go to Japan as tourists so they face lower vetting standards and so some of the plebs slip in. The same thing is gonna happen to Indian tourists. But for now, there will be a big delta within the perception of Chinese and Indians in Japan
