When I was in NZ, the power company have a scheme where users can pay an 12-months averaged rate per month that is higher in summer but cancels out in winter. This way you don't get sudden spikes in electricity bills.

We don't do that in germany. You either pay a fixed rate or get a smartmeter and pay a dynamic rate.
