I've noticed that Japan and other non white developers when they need a western character they will first create a blonde character. I've noticed this because western developers focus on realism so the majority of western game characters are almost always Brunette. Japan has the right idea because if you think about it, Blonde hair is a lot more marketable and appealing worldwide that any other color. Black and Brown hair are the most common hair colors and they are not as exotic as Blonde hair, Ginger Red/Orange hair is creepy so it's not as popular worldwide. Brown hair is somewhat common in non white countries but for the most part Blonde hair is the most exotic because only white people in western countries have it. This is the reason why we will never get a marketable plushie of Ada Wong. Non white people love the stereotypical Aryan look of Blonde hair and Blue eyes and that is very appealing and marketable worldwide which is why so many Japanese and non western game characters are almost always Blondes more that any other color. I've noticed that every brown country, Latin America, middle east, Africa etc love Blondes compared to other hair colors which is why Blonde hair dye is more common and popular with those people than in western countries. Blondes look cute and huggable as plushies. I think Adolf Hitler was onto something.

It's simply a case of blondes being easy to identify, you can tell that they're supposed to be a baka gaijin w*te just from the hair colour, if the characters hair was black instead you couldn't tell them apart from a fellow Jap/whateverthefuckstani until you're explicitly told that they're a foreigner.
