Nuh-uh, it's mostly people from Muslim Russian republics, some Georgians, Armenians etc. I saw Indians, Bangladeshi etc. in McDonalds and Korean and Japanese restaurants

i'd say there is no rule at this point, we really have all possible ethnicities running kebab shops here, i've been to places run by indians, bangladeshis, caucasians, turks, kurds, arabs, let alone greeks (but these are called gyros)
+ in small towns you still can find Polish-run kebabs, or with Ukrainian staff (10 years ago that was the majority of kebabs across Poland but the demographics rapidly changed lately)

in Poland it's just regular fast food like in Germany, so when Brits order kebab, they expect not just food but whole Turkish cultural experience

on the other hand, in Poland tacos or chicken curry are seen as something unusual, only to be found in selected mexican/indian restaurants with actual waiters and such
