in terms of actually going to canada, you should check if your parents have ancestry in canada. they can get canadian citizenship because of new laws. if they don't. if you have money you can set up a business in quebec or other place. its not easy to set up legal permanent residency in canada as an old person. all the strategies involving moving to canada yourself and sponsoring your parents.
