The reason why housing is expensive is that there are fewer homes than people who want a home. Scarcity doesn't disappear when the government gets involved. In cities with rent control you get people waiting 10+ years to move in, or corruption to get some people at the front of the list. The solution to expensive housing is 1) stop the unlimited jeets policy 2) remove unreasonable regulatory obstacles to building housing and 3) prevent corporations from hoarding real estate to keep prices high

The reason there are so few homes is because building is incentiviced by profit and land value is the barrier to entry, if you want to build a house you first need to buy land and to buy land you first need to pay the price based on its function of storage of value first and foremost.
