Finnish citizens have to follow Finnish law even if they're out of the country and if a foreign country shows that a Finnish citizen has broken Finnish law in their country then they can be extradited. Extraditing them in those cases is even beneficial because then they become a burden for the other county's justice system and not ours. There may also be some conditions about the punishments being reasonable and people won't be extradited if their punishment would be death for example.
