How does poverty work in china

Like i get the CCP nobility get first grabs on whatever the state hands out regardless of money but how does one chinaman end up in a 2x2 meter apartment and the other in a penthouse?
Do they get different communism fun-bucks? Do they just inherent their caste? Can a sweatshop worker just walk up to his employer and say "i think i would be more usefull to the people's republic as a vtuber"?

There isn't q guaranteed job for everyone like in the USSR. There are a certain about of state jobs but if you don't luck into one, you're just still trying to find one within the market like elsewhere.
