The fault with foreign visitors lies not with them but your government's policies. The reason we see so much bad gaijin is because of post-pandemic policies set by the government has set in a more laxed attitude towards foreigners, better deals for incoming tourists. But the government has failed its tourism industry by not supplying enough workers and underlying infrastructure which is why there's less oversight regarding foreigner behavior. In fact, the central government intentionally has left municipal and local communities to fend for themselves regarding the regulation of tourist foot traffic, communicating cultural norms, and strategic placement of tourist honeypots where businesses could collect extra money from tourists. Japan govt prioritized instant gratification by opening the gate wide open while its currency is still highly inflated, attracting far more tourists than projected, overwhelming and shocking communities.

I was JUST in a stall and a man comes into the bathroom listening to some woman's voice, either cooking instructions or something lewd.
