>>222005189That’s straight up bullshit. Many people, especially in kolkhozes and sovkhozes were not even allowed to relocate within the Soviet Union itself. Even during Perestroika you would have to do insane amount of paperwork and get approval from everyone from your local party representative down to your mother’s cousin’s stepbrother’s babushka. This is shown in the movie Intergirl for example.
