Most of the people had no idea why they were working and were producing coal, steel, electricity, etc. for other republics. The Soviet military was far more mysterious and consistently wanted more planning to feature their own projects, the USSR itself saw its mission to expand industry as more important to the point where it almost seemed like a colonial project especially after Gorbachev let the flood gates down for nationalism in the east block/central Asia. The military was his primary opponent in doing this.
