I wish it was 20% max for Croatia. All those immigrants in Zagreb (the Bosnians I mean not the jeets) should move to and resettle Slavonia (east Croatia) which would hopefully boost rural development, agriculture, food production and eventually the area would become more like North Croatia - populated with a lot of villages but without any big towns.

Villages in north and west Croatia can be decent, like how villages in Slovenia can be great to live in. Unfortunately everything towards Bosnia and Serbia is abandoned with bullet holes.

Every time it starts developing there is a war that destroys it. Both in Austria-Hungary and in communist Yugoslavia it started developing nicely. Besides world wars it has unfortunate geography where it's prone to invasions.
