Just hearing fluent language being spoken doesn't magically make you understand that language. You need to have the basics taught to you first and then you can slowly start understanding simplified takes on the language. After three years of actual dedicated study you'll probably get somewhat the gist of a large part of that language but most of it will still read as gibberish.
Compound on that the fact that most migrants aren't all that passionate about learning the language because muh socioeconomics.

And the worst part is that to EFLs or those who learned it as co-mother toungue is that you basically can't call out dodgy English unless it's coming from a SEA (sometimes Chinese), black or brown guy so you basically are forced to play into this "Emperor's new clothes" mess where you have to act and pretend that the guy can speak it well. I did uni there, everyone learns at least a working level of German. Even Chinese and other Asians who usually struggle with other langs.

The muslim groups were extremely insular and usually had one or two that spoke German and acted as a bridge for the rest.
