We started investigated and found them burned at a river bank, local kids would collect our stakes and put them to campfire on shore because it was summer. We were kind of pissed and told local parents that they kids should not steal our stakes but atleast kids had fun which is nice too imo.
This will just generate economic activities and thus improve employment rate and revenue. If anything its a net positive to society.

It's real. What they do is, they take this concrete and use it to build their houses. If you tell them it's wrong, they'll come up with a sob story of how their daughter or child is ill because of the rain and doesn't have a roof. Most government contractors just ignore at that point and simply writeoff these activities as "damage due to natural causes".
