Some nations just take generations to understand basic things. Yesterday I had a Karen moment at the bus station because some zoomer in front of me threw his plastic bottle and bag of chimps on a nearby grasswalk and I told him to pick it up and throw it in the trash and instead of just spending 5 seconds to do that he engaged in a 5 minute argument with me about how there is no point in doing that and that someone else is gonna clean it up. You can't put it into people's thick skulls. Thirdies whine about having bad governments and laws but the truth is most of them are okay with that and they don't want government that can keep everyone in check and improve things because then they wouldn't be able to keep their old subhuman habita
