By now they just keep looking super poor because of cultural inertia, lack of law enforcement and bad infrastructure. Brazilian inequality is much more due to having a lot of billionaires per capita while still being a poorer country, but the average lower class person lives infinitely better and earns much more than a poor person in India or Africa. There's a reason why Brazil isn't in the FAO Hunger Map but the rest of Latin America sans Uruguay is.
