Assuming they steal toilet seats, toilet seats are less than 10 eiro on the hardware store. And its a common sight in Italy. I don't believe in toilet seat mafia.

I was in spayin, greece, brownbania. All southern euro countries.Noweher they have missing toilet seats. Its a purely italian phenomenon.
