People pay rent to live in trailer parks in America, you don't just set up a trailer anywhere you please and live there for free. A landlord own the park and you have to pay for your spot. If you're more well off (by trailer park standards) you might have a mobile home like pic relate delivered to the site. The poorer families will be living in RVs or camper trailers like the picture OP posted (which looks more like some sort of campground, not a trailer park).

That said, I am a big fan of trailer parks, and I think we need more of them. I don't think they are as a big of a thing here as in the US, but more of these parks could do a lot to help the housing crisis.
