Seems like an officially designated encampment zone, it has portajohns, and some larger tents that are probably used to provide services. My city experimented with something like this on a city-owned golf course during the winter. It's a good idea in theory, but like the other guy mentioned there is probably some roastie with a BSW overseeing this and getting paid 200k to make it as inefficient as possible.
