Mostly this is true, but the one in OP's image looks more organized than that. Seems like an officially designated encampment zone, it has portajohns, and some larger tents that are probably used to provide services. My city experimented with something like this on a city-owned golf course during the winter. It's a good idea in theory, but like the other guy mentioned there is probably some roastie with a BSW overseeing this and getting paid 200k to make it as inefficient as possible.

OPs pic is from a "private" homeless shelter where volunteers from a Portland neighborhood decided to give some homeless adequate housing during the COVID pandemic. To this end they cooperated with a church as to use their grounds.

There were a lot more tent colonies in my city about 10 years ago, but the government has become much more strict about them. Now the majority of hobos hide out in the storm drains.
