I always tip the pizza delivery guy as long as he isn't a jeet. Those guys have to drive the shit out of their cars, and minimum wage isn't enough to pay for car maintenance. I had a similar job many years ago and I empathize with them.I will tip at a sit-down restaurant, as long as the waitress is not a jeeta and the service is good. I will not tip for anything that requires me to stand in line, pay at the counter, etc. I will not tip people who are supposed to be skilled professionals, and that includes barbers/hairstylists. I certainly will not be tipping a fucking landlord, like in the OP. And I will never tip an Indian under any circumstances.
