Yes, which is the same case for central cooling. A central air system requires multiple vents all over the building to disperse the air (see the diagram the other anon posted as I was typing this), which unless you have an extremely advanced system cannot be independently controlled. You're paying to cool your entire home when you may only be using 1 or 2 rooms.

In america when we say aircon were talking about a central unit that cools the whole house on a central thermostat, theyre usually delivering 2.5-5 tons of cooling, some houses have multiple systems. They're pretty simple but they cost a lot, for a 3 ton 14 SEER split system, and a furnace and air handler unit, it's about $3,000 usd and they can get way more expensive with more efficient models, a 15 SEER split with a coil can be $4,000, and it just goes up from there. IMHO they don't deliver the comfort of ductless wall units because you're cooling the whole house on a thermostat in a single central location, a ductless system can individually cool each room to your desired temp more efficiently, and feeling the cool air come straight from the unit is really nice.

The thing with air conditioners is that it's thermodynamically a horrible deal. If you used 10000 Joules of energy of AC into cooling your home, all the energy eventually goes into your surroundings making it even hotter

My middle income Croatian family can afford 4 in our house. As I type this the one in my room is working, it has been working for 10 years now because summers here on the coast always reach close to or above 40 degrees C. And since we on the coast love our stone, concrete and asphalt and hate trees we get constant heat even during night when you can feel nearby walls or the ground cooking you through the shoes which means windows stay closed in most cases even during nighttime.
I think continental parts of Europe like some continental mountainous parts of Croatia usually only get hot for a few days or nights in a year so they didn't require the purchase of AC units. However recent climate is probably heating up parts of usually cooler Europe to temperatures they're not used to.
