Why do British people seem to give up, refuse to stand up, and let themselves drown the moment they fall into waist-deep, dirty water (in man-made waterways that are still water, no less, so no current to sweep them off their feet, either)?

He probably fell in, the carer jumped in after him and couldn't get him out before hypothermia got them both. This doesn't look like an easy spot for an exhausted old man to climb out of with a freaking out autist in tow even if the water isn't deep.
