I think the interest in soccer in India is a newer phenomena like it is in the US which only recently started to pay attention to the sport. But India has no infrastructure for soccer, grassroots movements, or people that have been playing as kids. There's no pipeline to take talented kids and train them. So even if India starts investing in sports more, it will still take a generation or two to build a good team
