Literacy and education was never meant to be accessible in China. Harder to efficiently print writing system combined with that means that even though movable type printing existed in China for hundreds of years it never really developed into anything.Also, the Gutenberg press did not spur any kind of significant change for hundreds of years. The books were still premium, expensive, and limited to a sliver of the population. That sliver could just own more of them personally (but not even this happened in China). It is the will to educate and economically develop the masses in Europe that made printing what it was. They spread this notion to the rest of the world. Mainly accepted in order to compete and develop, not for the actual social and moral ideology that gave rise to it.
