the vast majority of precipitation is on Chile's side, the few rivers that go east are already tapped into, mainly the rio negro valley and chubut river valley
but even if you magically multiplied rainwater by 10x, the soil isn't going to suddenly become more fertile, it has very little organic matter, the only thing to make it viable would be to dump endless amounts of fertilizers on it, otherwise it would erode into nothingness
we already have a massive agricultural sector, you have to be retarded to think that they're choosing not to try to grow stuff in patagonia, plus our middle latitudes have better climate, it allows us to get multiple harvests a year

Patagonia has the advantage of being narrow and close to the sea. If an efficient desalinisation system was developed you could pump sea water and farm the entire region for different crops than the ones in the middle latitudes and also sustain larger cities
