Aside from standouts like Cowboy Bebop it was infantile while trying to be mature and meaningful, poor storytelling and just cringeworthy with the over exaggerated mannerisms, designs, personality and voices while taking itself seriously. A whole genre just for stunted adults. I sincerely think even the worst Looney Tunes short is better than 90% of anime.
