But overall, cities located on large plains with no mountains in their immediate surroundings usually do a lot better because there's enough wind to just blow their shit away. Being by the ocean also helps.That's why Rio has much better air than SP, say. Or Astana has much better air than Almaty.

The cold air also traps emissions with it. Also, surrounding mountains limit the ventilation. This all makes valley cities (like Santiago) air pollution traps.
