Approaching anyone in public, including men, even for just small talk is considered to be offensive or sus, as long as they isn't a valid reason like a medical emergency.The only women or groups of women I have cold approached in my life within Germany were women or groups of women that I have had overheard speaking Spanish or Portuguese.
