Picrel is Fonblanque's diary in 1863, I have no idea what he's trying to describe here, but whatever it is he's disturbed by it. And he's not biased against Japan either nor is he heavily religious he spends most of this book criticizing the British and thinks they should leave Japan alone, he even accuses British of tampering with gold rates at Japan's expense.
