Do you have separation between government branches in your country?In Norway, the executive, the lawgiving (parliament) and the judicial branches are independent entities, although we have parliamentarism so the executive branch, i.e., the cabinet, must answer to the parliament.
same thing here. the gubmint has to answer to the opposition because it doesn't have outright majority.
