He had since become a symbol and something of a mascot for the city.

The symbol of the Universiade is the capital letter U. The Communists were so buckbroken by that letter because it reminded them of the Ustase that they removed the letter U and put the letter Y instead. Y as youth and as Yugoslavia. An interesting twist is that they still didn't manage to escape - letter Y in Cyrillic = letter U in Latin. KWAB.
