No it's not. I think you have been misled. No one keeps their shoes on indoors. The difference is how particular a given family or person is about it. In practical terms, as examples, if you allow tradesmen working in your house to keep shoes on, or if you walk through a section of your house with shoes on before exiting or taking them off (out of convenience, like if you forgot something or need to go in and out several times). I think it would depend a lot on contexts such as where you have been walking outside and the design of your house. If you live in an apartment, you don't have a backyard for example.
