Being able to use a language to communicate and not being able to is the only true test. Speaking and listening skills in particular are much better for everyone. The rest is gaming exams to get a good ranking, which is dependent on how much a country cares to do so. English is also more relevant than ever as a common language, and proficiency in it is important as you have two non-natives using it for business.
