It's hard to say what exact number they used. The elevation of London goes from 0-133 meters, so is "London + 104 m" 0+104, 134+104 or is it average elevation + 104 or some arbitrary location in London + 104. Who knows?

Either way this scenario is not possible because there isn't enough water on Earth for it to rise as much. If all the frozen water on Earth melts the maximum increase in sea level is 60 something meters.
