I think the difference is that every square inch belongs to a State, a County and is incorporated in a township or borough.
The town my granpa grew up in used to have three bakeries, a supermarket, fast food joint and gas station. Now there's a yarn shop, a grade school and the bus doesn't even go to the next muncipality. Only takes highschoolers to highschool.
